Quick answer: Singapore work pass options for tech, F&B and healthcare depend on the actual job, candidate and employer. An industry label does not establish eligibility. Employers should assess the Employment Pass (EP) or S Pass requirements and, where relevant, Work Permit rules and professional registration.
For a software engineer, data scientist or product manager, start with the offered role and salary. An EP application must meet the applicable qualifying salary and pass COMPASS unless exempt. The employer’s profile can also affect the assessment. A degree is not an absolute requirement for every successful EP application; see our guide to work passes without a degree.

Before accepting an offer: ask which pass the employer plans to apply for and whether it has assessed both your profile and its own eligibility. Check the current MOM EP criteria, including the salary applicable to your age and application date.
A chef or restaurant manager is not automatically eligible for an S Pass. The candidate must satisfy the relevant requirements, while the employer needs an available S Pass slot. For services-sector employers, the S Pass quota sits within the overall foreign-worker limit. An available Work Permit slot does not necessarily mean an S Pass slot is available.

A Work Permit may be another option for an eligible role and worker, subject to sector, source-country or region, occupation and quota rules. MOM’s services-sector Work Permit requirements distinguish approved food establishments from excluded businesses such as food stalls or hawker stalls. Check the employing entity and its food-shop licence rather than assuming all F&B businesses qualify.
Doctors, nurses, allied health professionals and support staff should be assessed against their actual duties and the relevant pass criteria. A healthcare job title alone does not determine whether EP or S Pass is appropriate.
For specified occupations, MOM requires supporting documents from the relevant professional body. Examples include the Singapore Medical Council for doctors, Singapore Nursing Board for nurses and Allied Health Professions Council for specified allied health professions. The requirements depend on the occupation; they should not be described as one blanket rule covering every healthcare employee.

These are employer-sponsored routes. A job offer and an employer or appointed employment agent submitting the application are required. Other passes have different rules and should be assessed separately.
