The honest picture

Two in three applicants are turned away.
The difference is knowing where you stand.

More than 100,000 foreigners apply for Singapore PR each year; only about 30,000–35,000 are granted PR (Singapore Dept. of Statistics, Population in Brief 2025). With no published scoring formula and no detailed rejection reasons from ICA, many applicants are left guessing. This assessment is designed to help you better understand what is weighed, score your own profile, and apply when the timing is right for you.

The assessment framework

How does ICA decide who gets PR?

ICA has stated the considerations it weighs, but there is no published points system. Our calculator scores your profile across six core factors to help you understand where you stand — here’s what each one means.

Economic contribution

Your income, career growth, and industry reflect your long-term economic contribution to Singapore.

Stable income, In-demand sector
Qualifications

Your highest education and whether it’s from a recognised institution.

Educational qualifications
Age

Prime working age is viewed most favourably — long-term economic contribution matters.

Prime working age
Family ties

A spouse or child who is a Singapore Citizen or PR strengthens your case, though it does not guarantee approval.

Singapore Citizen/PR family
Length of residency

A longer history of living and working in Singapore shows stability and long-term commitment.

Established residency
Integration

Community involvement and local roots demonstrate your commitment to settling in Singapore.

Active community involvement

Qualification

Can someone like me apply?

If you hold one of these, you’re eligible to apply — the real question is how strong your profile is. That’s what the calculator answers.

Employment Pass holder S Pass holder Spouse of citizen / PR Unmarried child under 21 Aged parent of a citizen Student (2+ yrs, national exam) Foreign artistic talent Foreign investor (GIP)
!
Please note: Work Permit holders are not eligible to apply.

Being eligible to apply is not the same as being ready to apply.

Who reads your result

A licensed consultant reviews every score, personally.

Your calculator result isn’t a black box. In your consultation, one of our MOM-licensed consultants goes through your profile factor by factor and tells you the truth about your case — including when the honest answer is “wait.” That’s the difference between a widget and 45 years of assessing real applications.

Decision support

Why do PR applications get rejected?

Most rejections trace back to a handful of fixable issues. See which one is your weak factor — the calculator flags it instantly.

Common reasonWhat actually helps
Applying too earlyApply when your overall profile is stronger and better aligned with ICA’s assessment considerations.
Limited economic contributionDemonstrate stable employment, income growth, and career progression in a relevant industry.
Limited community integrationParticipate in volunteering, community activities, or other local involvement, and keep evidence of it.
Weak or generic cover letterSubmit a personalised, well-structured cover letter that clearly explains your contributions, commitment, and reasons for making Singapore your long-term home.
Reapplying without strengthening your applicationImprove key assessment areas and present new, relevant developments.

If you’re not ready yet

How to improve your profile before applying

A low or borderline score isn’t a “no” — it’s a to-do list. Each fix maps to a factor in your result.

  • 1
Stabilise your income. If you’ve recently received a salary increase, consider waiting until it has been reflected consistently in your employment records before applying. Stable income, In-demand sector
  • 2
Present recognised qualifications. Ensure your educational credentials are accurately documented and supported by official certificates. Educational qualifications
  • 3
Build local roots. Demonstrate your commitment to Singapore through regular volunteering and community involvement. Local integration
  • 4
Build your residency history. Demonstrating a stable and long-term presence in Singapore can strengthen a borderline profile. Established residency
  • 5
Prepare documents early. Gather key documents such as marriage certificates, payslips, testimonials, and supporting records well before you apply.

Timing

Should you apply now — or wait?

Most agencies will take your money today. We won’t, if the timing is wrong — a rejection can mean months before you can try again.

Signs you’re ready

  • A stable income held for several months
  • 2+ years of settled residency
  • Documents recognised and ready
  • A Promising or Strong calculator score

Reasons to wait

  • Under a year on your current pass
  • A raise that hasn’t yet stabilised
  • A key document not yet recognised
  • A “Not yet” score with one fixable factor

!
Work Permit holders are not eligible to apply. The passes listed below are the ones that qualify.
I’m a work pass holder (EP, S Pass, PEP, EntrePass, Tech Pass, ONE Pass)

Yes — you can apply. Holders of any of these work passes are eligible. Your salary, sector and length of stay then determine how competitive your case is — score it here.

I’m the spouse or unmarried child (under 21) of a citizen / PR

Yes. A Singapore citizen or PR can sponsor a spouse and unmarried children under 21. Family ties help significantly, but ICA still assesses the household’s overall profile — sponsorship is a strong factor and it does not guarantee approval.

I’m an aged parent of a Singapore citizen

Yes. A Singapore citizen aged 21 or above can sponsor an aged parent for PR.

I’m a foreign student studying in Singapore

Yes, with conditions. You generally qualify if you have resided in Singapore for more than two years at the point of application and have passed at least one national exam (e.g. PSLE, GCE N/O/A level) or are in the Integrated Programme.

I’m a foreign artistic talent

Yes. Individuals recognised for exceptional artistic talent (endorsed under the relevant arts scheme) may apply for PR through that route.

I’m a foreign investor (Global Investor Programme)

Yes, via the GIP. Current options (2023 revision): invest S$10 million in a new/existing business, S$25 million in a GIP-select fund, or S$50 million in a Singapore single-family office with AUM of at least S$200 million. Verify current thresholds with EDB/ICA before applying.

You’ve seen your odds. What’s your next move?

Whether you’re ready to apply or building toward it, there’s a next step for you — never a dead end.
