A foreign spouse of a Singapore citizen or permanent resident may apply for Singapore PR through spouse sponsorship. Your citizen or PR spouse submits the application through ICA’s e-Service using Singpass. Marriage creates an eligibility route; it does not guarantee approval.
This guide explains the applicant’s eligibility, submission steps and next options. Sponsors can use our spouse PR sponsor document checklist to prepare their side of the application.
ICA lists spouses of Singapore citizens and PRs as an eligible category. The application must accurately document your marriage and your sponsor’s status. If neither partner is a citizen or PR, check another eligible route rather than treating one foreign spouse as a citizen or PR sponsor.
Employment Pass and S Pass holders may have a separate work-pass route. A Work Permit alone does not qualify under that category, but this should not be confused with eligibility through a citizen or PR spouse. Current and former Work Permit holders should also check MOM’s marriage approval rules, including the applicable exceptions.
ICA’s published spouse PR category does not list an LTVP or LTVP+ as a prerequisite. These passes concern permission to stay in Singapore and have their own requirements. They do not confer PR or guarantee a successful PR application.
LTVP+ is for eligible foreign spouses of Singapore citizens. ICA’s LTVP+ guidance discusses a Singapore citizen child from the marriage or pregnancy, and more favourable consideration in general after at least three years of marriage. These are LTVP+ considerations, not a three-year PR eligibility rule. Birth in Singapore alone does not establish Singapore citizenship.
ICA considers family ties, economic contributions, qualifications, age, family profile and residence history. Present truthful information about your circumstances and support it with records. There is no published spouse PR approval formula based on salary, marriage duration, donations or recommendation letters.
A non-working spouse can fall within the spouse category. Explain your current circumstances accurately rather than creating employment or community activities solely on a promise of approval.
Use ICA’s document checklist for the applicable identity, marriage, family, qualification and employment records. The checklist distinguishes documents for the applicant, non-applying spouse and sponsor. A supporting cover letter does not replace these documents.
For non-English records, follow ICA’s accepted translation arrangements. Do not assume that every English-language document must be notarised. Check any certification and additional-document instructions applicable to your submission.
The application fee is S$100 for each application. If approved, the listed completion fees include S$20 for the Entry Permit, S$50 for a five-year Re-Entry Permit and S$50 for the Identity Card. These are ICA fees, separate from any consultant’s charges.
ICA states that PR applications are processed within six months when required documents are complete and in order. Some cases take longer. For a rejection, online appeals are available: check the 12-month window from the date in the rejection letter and use ICA’s appeal e-Service.
For practical next steps, read Singapore PR rejected: appeal or reapply? A universal six-to-twelve-month reapplication wait should not be stated as a rule for every applicant.
TIP can discuss your circumstances and the support available for preparing your PR application. Confirm the scope, information required and fees before engaging a consultant. ICA makes the decision, and assistance cannot guarantee approval.

ICA does not publish a fixed minimum sponsor salary on its spouse PR eligibility page. Provide the financial and employment information requested for your circumstances. A particular salary does not guarantee approval.
ICA does not state a universal minimum marriage duration for the spouse PR category. Do not confuse LTVP+ considerations with PR eligibility. Document your relationship accurately; marriage duration alone does not guarantee approval.
The spouse category is based on your relationship to a citizen or PR sponsor. It does not list employment as a prerequisite. Provide accurate information about your employment or non-working circumstances and the requested household records.
ICA states that applications are processed within six months if all required documents are submitted and in order. Some cases take longer, so this is not a guaranteed decision date.
A Work Permit alone is not an eligible basis under the EP or S Pass PR category. A foreign spouse may instead be eligible through a Singapore citizen or PR spouse. Check the applicable MOM marriage approval requirements and ICA instructions.
No. Family ties are assessed alongside other circumstances. A citizen child does not guarantee PR, and a child born in Singapore is not automatically a Singapore citizen solely because of birthplace.
ICA provides an online appeal e-Service. Its current guidance specifies a 12-month window from the date in the application rejection letter. For a further appeal after an unsuccessful appeal, provide new or updated information or documents. Review the letter and current requirements before deciding on a fresh application.
A cover letter is not listed as a mandatory item in ICA’s general PR document checklist. If you include one, keep it factual and consistent with the form and supporting records. It does not replace required documents or guarantee approval.
