If you are a Singapore citizen or permanent resident sponsoring your foreign spouse’s PR application, prepare your own records as carefully as the applicant’s. Your spouse may qualify through the spouse category, but sponsorship does not guarantee approval.
This checklist focuses on the sponsor’s preparation and responsibilities. For the applicant’s route and submission overview, read Singapore PR application for spouses: eligibility and steps.
ICA’s PR eligibility page lists spouses of Singapore citizens and PRs. The citizen or PR spouse logs in with Singpass to sponsor the application. If neither partner has that status, check another applicable PR category instead of treating a foreign spouse as a citizen or PR sponsor.
Do not treat six months of employment or three years of marriage as a universal spouse PR eligibility rule. Equally, holding LTVP or LTVP+ is not a guarantee of PR. LTVP+ is a separate facility for eligible foreign spouses of Singapore citizens, not a pass category for spouses of PRs. Check ICA’s LTVP+ criteria for that facility.
Use ICA’s current PR document checklist and the online form to confirm which records apply to each person. The examples below are a preparation aid, not a replacement for those instructions.
| Records to organise | What to check together |
|---|---|
| Identity and immigration records | Names, identity details and current travel or immigration documents match the form. Confirm which documents are required from the applicant and sponsor. |
| Marriage and family records | Prepare the applicable marriage, birth, divorce, custody or adoption records. Explain any name or date differences consistently. |
| Education and qualifications | Provide applicable certificates and transcripts for each person identified by ICA’s checklist. |
| Employment records, where applicable | ICA’s checklist specifies an employer letter dated no more than three months before the online application, plus payslips from the last six months. |
| Self-employment records, where applicable | Check the requested ACRA registration, latest three years’ balance sheets and profit-and-loss statements. Do not substitute a generic twelve-month list. |
| Overseas income, where applicable | Check the income tax assessments or receipts requested for people working overseas. |
If one partner is not employed, describe that circumstance accurately and follow the applicable checklist. Do not create a salary threshold or assume that employment automatically determines the outcome.
For non-English records, ICA accepts embassy translations, translations by a notary public in Singapore or the issuing country, and privately translated documents attested by the relevant embassy or notarised by an accepted notary. Follow any certified-copy and original-document requirements in the current instructions.
A blanket instruction to notarise every document can create unnecessary work. Check the requirement for the specific record and translation rather than assuming one process applies to everything.
Follow the current e-Service workflow. Do not assume that downloading and electronically signing a PDF is a universal submission step.
ICA assesses family ties and other relevant circumstances. Accurate records help explain the household’s position. Marriage duration, children, income increases, donations or recommendation letters should not be presented as a formula for approval. A child born in Singapore is not automatically a citizen solely because of birthplace.
You can submit through ICA yourself. A consultant cannot disclose ICA’s private assessment reasons or guarantee a decision.
The sponsor of a rejected sponsored application submits an appeal using Singpass through ICA’s appeal e-Service. ICA does not accept these appeals by email, post or in person. Check the 12-month window from the date in the application rejection letter and ICA’s current guidance on supporting information.
Use our PR rejection guide to compare an appeal with a fresh application. A universal six-month waiting period should not be assumed for every case.
TIP can discuss your circumstances and the support available for preparing your spouse’s PR application. Confirm the scope, documents required and fees before engaging a consultant. ICA makes the decision, and assistance cannot guarantee approval.
