An Employment Pass holder may apply for Singapore permanent residence through ICA’s e-Service. EP to PR is a separate application, not an automatic conversion of your work pass. This guide explains how to prepare, submit and follow up while keeping your existing work-pass arrangements in order.

Holding an EP is one of ICA’s listed PR application categories. Eligibility permits an application; it does not predict the result. ICA’s published criteria do not specify a universal six-month qualifying period for EP holders. A requirement to provide recent payslips should not be treated as a minimum period that guarantees eligibility or approval.
Decide who will be included and check the applicable requirements for each person. Prepare their account access and declarations before starting. Including family members is a personal application decision, not a stated approval shortcut.
Start with the official PR document checklist. It covers identity and civil-status records, qualifications, employment and income information, and relevant family documents. The documents required depend on the applicant and category.

Use ICA’s e-Service and read the deadline displayed for your draft. ICA’s draft-application FAQ describes two seven-day parts: particulars and document uploads, followed by review, declarations, payment and submission. Prepare first so every applicant can complete their part within the allotted time.
Review the form against your records before submitting. Retain the application reference, payment acknowledgement and a copy of the submitted information. Respond to any request for additional documents using the instructions ICA provides.
ICA currently lists a non-refundable S$100 fee for each PR application. At completion of formalities, the listed charges are S$20 for the Entry Permit, S$50 for a five-year Re-Entry Permit and S$50 for the identity card. These are separate from any consultancy charges; check your outcome instructions for other applicable fees.
ICA states that applications with all required documents in order are processed within six months; some take longer. Check the status through MyICA or the e-Service. A pending PR application does not replace your EP or remove the need to maintain the appropriate permission to live and work in Singapore.

If the application is unsuccessful, read the decision and review any new relevant information. Appeals use ICA’s online appeal service. No. COMPASS is part of EP assessment. ICA evaluates PR separately; there is no published PR points score or approval salary threshold.
No. Plan your renewal with your employer while the PR application is pending. Follow the work-pass requirements applicable to your situation.
Property purchase is not a stated EP-holder PR eligibility condition. Choose housing for your needs and budget rather than as an approval tactic.
