S Pass Singapore: Eligibility, Salary, Quota and Fees

The S Pass is a Singapore work pass for eligible foreign associate professionals and technicians. A candidate needs a job offer and must meet the applicable salary requirements; the hiring employer also needs available quota. This guide explains the main checks before an application.

S Pass salary requirements: current and announced changes

For candidates aged 23 or below, the starting fixed monthly salaries are:

  • Outside financial services: S$3,300 currently, rising to S$3,600 under the announced changes.
  • Financial services: S$3,800 currently, rising to S$4,000 under the announced changes.

The higher starting amounts apply to new applications submitted from 1 January 2027 and renewals of passes expiring from 1 January 2028. Salary requirements increase with age. Use MOM’s age-based salary table and Self-Assessment Tool for the candidate’s exact requirement.

Do you need a degree for an S Pass?

Declaring qualifications is optional. If qualifications are declared, they must be authentic and awarded by an accredited institution listed in the application. A degree alone does not establish eligibility.

Assess the actual offer and employer circumstances rather than choosing a pass from a job title alone. For example, two people with similar roles may have different salaries, ages and hiring-company constraints.

S Pass quota and monthly levy

The S Pass sub-quota is 10% of the workforce for services and 15% for construction, manufacturing, marine shipyard and process sectors. This operates alongside the overall foreign-worker quota.

The monthly S Pass levy is S$650 across sectors and levy tiers. It is an employer cost, separate from application and issuance fees. See MOM’s quota and levy requirements.

Do not estimate available quota simply by counting everyone on payroll. MOM uses qualifying local employment and CPF information in its calculation. Employers should check their actual quota balance before committing to a hiring timetable. Our DRC guide introduces the wider quota framework.

S Pass application fees and processing time

MOM charges S$105 to apply and S$100 to issue the pass. Online applications are processed or receive an update within 10 business days; additional checks can take longer. Agency fees, insurance and the monthly levy are separate costs.

The employer or appointed employment agent submits the application. The candidate’s passport must have at least seven months’ validity. Check MOM’s application instructions before submission.

What should you prepare before applying?

  • Confirm the proposed job, fixed monthly salary and intended start date with the employer.
  • Prepare clear passport details and check that names are consistent across supporting records.
  • Provide accurate information and written consent to the employer or agent handling the application.
  • Keep copies of submitted information and clarify any unfamiliar declaration before it is made.

Employer checklist

  • Check salary eligibility and available quota before planning a start date.
  • Review applicable fair-consideration and job-advertising requirements.
  • Prepare company records and occupation-specific evidence using MOM’s document checklist.
  • Budget for government charges, levy, required insurance and any service fees.
  • Assign responsibility for submission, follow-up requests and post-approval arrangements.

What happens after S Pass approval?

Pass duration and changing employers

A first S Pass may be granted for up to two years; renewals may be up to three years. Passport validity can limit the duration. A new employer must apply for a new pass. See MOM’s S Pass key facts.

Before accepting a change of employer or planning a renewal, ask the responsible HR team to confirm the applicable requirements and timeline. Do not treat an existing pass as approval for a different job.

Can I apply for an S Pass myself?

The employer or its appointed employment agent handles the application. Start by discussing sponsorship with the hiring company.

Is meeting the starting salary enough?

No. Age-adjusted salary rules and employer requirements also matter. Use MOM’s eligibility check rather than relying only on the headline minimum.

Can S Pass holders bring their family?

A fixed monthly salary of at least S$6,000 is required for eligible holders to sponsor a spouse and children for a Dependant’s Pass. Check MOM’s family-pass guidance for the applicable conditions.
