Raising Children in Singapore: School Choices and Costs

Raising children in Singapore involves several separate decisions: permission to stay, admission to a school, the curriculum that suits the child and the family’s budget. A parent’s PR status does not automatically give a child PR or guarantee a school place.

Preschool: compare the centre and the full fee

Ask centres about the age group, curriculum, hours, available places and transition into primary school. Compare childcare, kindergarten and private or international preschool options according to your child’s needs rather than relying on a universal price range.

  • Request tuition, registration, deposit, meals, transport and holiday-care charges.
  • Check the eligibility conditions for any subsidy or financial assistance before including it in your budget.
  • Confirm the waitlist and withdrawal terms.
  • Ask about language support, learning needs and communication with parents.

Local schools: check the admission route

Singapore Citizens and PR children register for Primary 1 through the phase for which they qualify. PR children are not universally restricted to Phase 2A onwards. See MOE’s P1 registration guidance for phase eligibility, priorities and the annual timetable.

International students follow a separate P1 process. For later mainstream entry, AEIS covers Primary 2–5 and Secondary 1–3; S-AEIS covers a different set of levels. Places depend on performance and vacancies. Confirm the relevant age and assessment rules in MOE’s international-student admissions guidance; do not assume a place at a preferred school.

International schools: compare fit and continuity

Check the actual curriculum, language provision, assessment approach, accreditation and qualifications awarded. International schools vary; neither the label nor a ranking establishes that a school will suit your child.

Request a written quotation covering tuition, application and enrolment charges, facilities, activities, transport, meals and any taxes. Confirm learning-support availability and its charges. Discuss how a transfer would affect subjects, qualifications and future applications.

A dated primary-school fee example

The following 2026 monthly amounts were checked in MOE’s fees checker using Admiralty Primary School, a government primary school. They are an illustration of how status affects fees, not a quotation for every institution.

International-student amounts include GST. MOE subsidises the applicable GST for Singapore Citizens and PRs. Independent schools and other institutions can charge different fees. The checker displayed 2026 rates when reviewed; do not assume they are the rates for 2027. Check the actual school and year before committing.

Plan for secondary and post-secondary transitions

Full Subject-Based Banding changes how students experience mainstream secondary school. The Singapore-Cambridge Secondary Education Certificate begins in 2027, with results reflecting the subjects and levels taken. Our education system guide explains this change.

University, polytechnic, ITE and other admissions depend on the institution, course and qualifications. Check entry criteria, tuition and any funding conditions directly. A local school education does not guarantee a university place or future employment.

Residency and family arrangements

Confirm the child’s permission to stay independently of admission. A valid DP or LTVP may remove the need for a Student’s Pass for qualifying studies; follow ICA’s Student’s Pass guidance.

If PR is being considered, read family sponsorship options and student PR eligibility. School enrolment should be chosen for education needs, not presented as an approval tactic. Check National Service obligations for male applicants before making a family decision.

A practical family checklist

  • Identify the child’s age, status, curriculum needs and likely length of stay.
  • Confirm admission and pass requirements before arranging the move.
  • Compare full annual costs, including one-off charges.
  • Keep an alternative plan if a place or pass is not approved.
  • Recheck fees for each new academic year.
