Singapore Education System: Stages and Pathways

Singapore’s education system has several stages and pathways. Understanding the structure helps you compare schools, prepare for transitions and ask the right questions before relocating.

This is a system overview. For admission and budget planning, use school choices for families and international-student study planning.

Preschool and primary education

Preschool provision includes childcare and kindergarten options with different hours, age groups and curricula. Check the centre’s programme, fees and admission conditions. Preschool is separate from the national primary-school system.

Mainstream primary education runs from Primary 1 to Primary 6. Students typically take the PSLE at the end of Primary 6. Admission depends on the applicable P1 process or later-entry route.

Compulsory education rules apply to Singapore Citizens born after 1 January 1996 and living in Singapore, unless an exemption is granted. This should not be generalised into a claim that every foreign or PR child must follow the same legal requirement.

PSLE and Secondary 1 posting

PSLE results inform Secondary 1 posting. Review the current scoring and posting rules in MOE’s guidance rather than equating a score with a guaranteed place at a particular school. The child’s needs, subject strengths and available programmes matter when considering choices.

Full Subject-Based Banding

For students entering Secondary 1 from 2024, Full Subject-Based Banding replaces the older Express, Normal (Academic) and Normal (Technical) stream labels. Posting Groups facilitate admission and guide initial subject levels; subjects can be offered at G1, G2 or G3 according to the applicable rules.

The 2027 Secondary Education Certificate

SEAB states that the Singapore-Cambridge Secondary Education Certificate (SEC) replaces the N(T), N(A) and O-Level qualifications from 2027. Students take examinations at their respective subject levels and receive a certificate showing those subjects and levels.

Post-secondary entry requirements must be checked for the relevant cohort. Do not apply an older stream-based diagram automatically to students entering under Full Subject-Based Banding.

Post-secondary options

Options include junior colleges, Millennia Institute, polytechnics, ITE and other institutions, followed by further education where admission criteria are met. A diploma does not automatically guarantee university admission. Courses can have subject, portfolio, interview or other selection requirements.

International and private schools may follow different curricula and qualifications. Check recognition and course entry requirements directly with the receiving institution.

Fees and student status

Fees vary by institution, course and the student’s own status. Use MOE’s school-fees checker for the school and year; include miscellaneous and other charges. International-student fees and PR fees should not be combined into one range, and historical fee tables should not be presented as current.

Studying in Singapore, permission to stay and permanent residence are separate matters. Read student PR eligibility before making assumptions about a future application.

Frequently Asked Questions on The Singapore Education System

Is school education free for PR children?

No. School fees depend on the student’s status, school and year. PR children pay the applicable school and miscellaneous fees. Check MOE’s fees checker rather than assuming free tuition.

What is Full Subject-Based Banding?

For Secondary 1 entrants from 2024, Posting Groups guide admission and initial subject levels. Students can study subjects at G1, G2 or G3 under the applicable rules, rather than using one old stream label for every subject.

What changes with the SEC in 2027?

How should families assess whether a school fits?

Compare curriculum, language provision, learning support, assessment and the child’s needs. Ask about wellbeing and transition support. A ranking or general statement that education is difficult does not establish individual fit.

Where can I check school fees for a PR child?

Use MOE’s current school-fees checker with the child’s status and intended school. Include miscellaneous charges and check the relevant academic year. Different institution types can charge different fees.

Does school enrolment give automatic PR eligibility?

No. ICA lists a student category based on studying in Singapore and passing a specified national examination, or being in the Integrated Programme. Confirm the current criteria; enrolment alone is not sufficient.

Does a qualifying student automatically receive PR?

No. Eligibility allows an application. ICA assesses it and decides the outcome. Male applicants must review the applicable National Service obligations before applying.
