Family members do not automatically become Singapore PRs when one person receives PR. Each proposed applicant must fit the relevant category, and ICA decides the application outcome.
First distinguish permanent residence from permission for a family member to stay. PR sponsorship, ICA’s LTVP and MOM family passes have different purposes and conditions.

ICA’s LTVP categories include parents of Singapore citizens or PRs, with age-dependent sponsorship arrangements. This is different from aged-parent PR eligibility. A parent-in-law does not qualify under ICA’s parent LTVP category merely through that relationship.
Check ICA’s LTVP guidance and our parent LTVP guide. LTVP is permission to stay subject to its conditions, not PR.
MOM family-pass eligibility is a separate process. Holding an EP or S Pass may support certain family arrangements where the criteria are met, but it does not make the holder a PR sponsor under the family categories above.
If a work-pass holder is preparing a PR application that includes eligible family members, follow the requirements for that application category. Do not assume that applying together raises approval odds. See our EP-to-PR process guide.
Do not present savings levels, school enrolment or volunteering as a published formula for family PR approval. Review National Service obligations for male children before deciding to apply.
School placement, permission to work and permission to stay require their own checks. Use family education planning and the DP work-rights guide where relevant.
Keep a practical alternative if an application takes longer or is unsuccessful. A pending PR application does not automatically extend a family member’s existing pass.
