Studying in Singapore as a Foreign Student: Planning Guide

Studying in Singapore requires separate checks for admission, immigration permission and the costs of the course and stay. A school offer does not itself grant a Student’s Pass, permission to work or permanent residence.

Choose the course and institution

Compare the qualification awarded, recognition, entry requirements, curriculum, assessment, learning support, campus facilities and refund policy. Rankings and promotional claims do not guarantee academic fit or employment. Ask the institution about the current intake and its actual application requirements; recommendation letters and English tests are not universal requirements for every course.

For mainstream primary or secondary schools, use MOE’s international-student admissions page. AEIS covers Primary 2–5 and Secondary 1–3 for the following academic year. Primary applicants require the relevant Cambridge English Qualification and score before the mathematics test; secondary assessment requirements differ. Admission depends on the applicable rules, performance and vacancies.

For 2027 entry, MOE’s reviewed page states that 2026 AEIS applications have closed and gives tentative S-AEIS timing for early 2027. Check the current announcement before preparing for an exercise; do not reuse an expired application date. P1 follows its own international-student process.

Check the permission needed to study

ICA’s Student’s Pass overview distinguishes educational institutions and pass exemptions. Holders of valid DP, LTVP or Immigration Exemption Order may study full-time non-religious courses without a Student’s Pass while their existing permission remains valid. If it ends, the prevailing Student’s Pass requirements apply.

Where a Student’s Pass is required, use the instructions for your institution type. Check documents, processing, fees and the conditions for issuance. Follow your in-principle approval instructions; an offer or IPA should not be presented as a guarantee of entry or completed permission to stay.

Build a complete budget

Obtain the institution’s current tuition and mandatory charges. Add accommodation, food, transport, insurance, medical costs, learning materials, travel, deposits and application fees. A universal S$800–S$1,200 living-cost estimate can omit major expenses; use actual housing arrangements and quotations.

Ask whether tuition aid or a grant creates a service obligation or other conditions. Do not assume that an international student qualifies for all funding schemes. Use our cost-of-living budget guide and, for children, family school-planning guide.

Accommodation and student support

Confirm availability rather than assuming an institutional residence is included. Compare travel time, permitted occupancy, lease terms and deposits. Ask about orientation, counselling, disability or learning support, academic help and emergency contacts.

Work during study and after graduation

A Student’s Pass does not permit every student to work. MOM’s student work exemptions depend on the institution and other conditions. Eligible term-time work is generally limited to sixteen hours a week or a qualifying course-related attachment; vacation rules and institution lists differ. Exchange students are not covered by a general right to work.

After studies, do not assume that permission to work or remain continues. Confirm the appropriate immigration and employment route. Graduating locally does not guarantee a job, EP, S Pass or PR.

If you are considering permanent residence

Use the separate student PR eligibility guide. University enrolment alone is not the national-exam or Integrated Programme condition in ICA’s student category. Choose a course for its educational value rather than an assumed immigration advantage.
