Cost of Living in Singapore: A Budget Planning Guide

The cost of living in Singapore depends heavily on housing, household size, school choices and daily routines. Build your budget from current quotations and your own requirements rather than a single national average.

The examples below demonstrate the calculation. They are hypothetical planning inputs, not surveyed household spending, verified rental quotations or minimum income requirements for PR. Saving a particular percentage, buying insurance or investing in Singapore is not a published formula for PR approval.

Three illustrative monthly budgets

Assumptions: no car, no domestic helper, no debt repayments; one adult rents a room, a couple rents a whole unit, and a family has two adults and one child. Housing and other costs are chosen inputs to replace with your quotations. The family example assumes a confirmed place for a non-ASEAN international student at a government primary school.

The school figure is a dated 2026 illustration verified in MOE’s checker using Admiralty Primary School: S$1,035 school fees plus S$14.17 miscellaneous fees, inclusive of GST for an international student. It is not a 2027 estimate and does not guarantee admission. Other institution and preschool costs can differ substantially.

Verify the largest costs first

  • Housing: compare the location, property, permitted occupancy, commute, lease conditions and what the rent includes. Use current listings and written terms.
  • Education: confirm the child’s status, school place, tuition, miscellaneous charges and one-off fees. Read family education planning.
  • Healthcare: check employer coverage, policy limits, exclusions, co-payments and actual provider charges. Do not treat an allowance as a medical quotation.
  • Transport: calculate the commute and actual fare eligibility. Ride-hailing and car ownership need separate assumptions.

Add the costs omitted from monthly examples

Include moving and travel costs, rental deposits, stamp duty where applicable, furnishings, application and issuance fees, school registration charges, tax payments and an emergency reserve. A refundable deposit affects cash needed upfront even if it is not recurring spending.

List annual expenses separately and divide them by twelve when planning cash flow. Confirm what already includes GST. For income tax, use your own assessment and payment arrangements rather than assuming every person pays one annual lump sum.

How PR may change the budget

For eligible employees, CPF contributions change take-home pay and employer costs. Rates depend on age, wages and PR year. Use our CPF guide.

School charges depend on the child’s own status, not merely a parent’s. Housing options, subsidies and healthcare rules have their own conditions. Compare EP and PR benefits and obligations without assuming automatic financial savings or citizenship.

Use the budget for your decision

Replace each input with a quotation, calculate the recurring total, add annual and upfront costs, and test a higher-rent or lower-income scenario. Decide what remains affordable if an immigration application takes longer or is unsuccessful. A household budget is for planning; it is not an ICA approval calculator.
