Singapore Population and Economic Changes: What They Mean for PR

Population and economic news can help explain Singapore’s wider context. It cannot tell you whether an individual PR application will be approved or whether there is a special window to apply.

The latest official population figures are for June 2026. Earlier pandemic-era declines should not be read as a description of today’s population.

What has changed in Singapore’s population?

NPTD’s overall population summary reports a total of 6.21 million people in June 2026, up 1.6% from June 2025. It comprises approximately 3.68 million citizens, 0.55 million PRs and 1.98 million non-residents.

The recent increase was mainly in non-residents, particularly construction Work Permit holders supporting major projects. Non-residents also include other foreign workers, dependants and students. Growth in that group is not the same as growth in PR grants.

For the annual numbers of people granted PR and their interpretation, see our PR approval statistics guide.

Ageing and birth rates provide context, not an approval formula

Population in Brief 2026 reports that 21.4% of citizens were aged 65 or above in June 2026, and the resident total fertility rate was 0.87 in 2025. These figures concern different groups and reference periods.

Such trends help explain the long-term policy context. They do not establish a promised PR quota, preference for a particular applicant or an instruction to apply before competition increases.

Economic conditions and your own employment are different questions

A national slowdown, recovery or change in workforce demand does not reveal how many eligible PR applicants are competing or how ICA will decide your case. Headlines about job losses cannot support a claim that there are fewer applicants and a higher chance of approval.

If your job or income changes, keep the application information accurate and follow the agency’s instructions. If you hold a work pass, address its validity and any employment change separately; a pending PR application does not replace permission to live or work in Singapore.

Work-pass changes do not rewrite PR criteria

MOM sets the rules for EPs, S Passes and other work permissions. ICA assesses PR separately. A higher work-pass salary threshold, quota change or shortage occupation is not itself a published PR approval requirement or guaranteed advantage.

Use the current MOM EP requirements, our EP salary and COMPASS guide and ICA’s PR eligibility guidance for their respective decisions.

Use current rules when planning your application

  • Confirm the agency responsible for the issue: work pass, permanent residence, entry permission or travel.
  • Check whether a reported change is announced, already effective or historical.
  • Read the rule and its exceptions rather than relying only on a headline.
  • Prepare the documents that relate to your actual circumstances.
  • Avoid major personal or financial decisions based on an assumed PR approval benefit.

For application preparation, read our EP-to-PR guide. For ongoing PR travel arrangements, use the REP rules guide. Historical border restrictions and temporary pandemic measures should not be used as current instructions.

Discuss your application preparation

See TIP’s PR application support or arrange a complimentary consultation to discuss your circumstances and the available service scope. Assistance is optional; ICA decides the outcome and approval cannot be guaranteed.
