Can Dependant’s Pass Holders Work in Singapore?

A Dependant’s Pass (DP) does not by itself authorise ordinary employment in Singapore. The permission required depends on the proposed work, the main pass holder’s status and the applicable MOM rules.

This guide covers employment and the DP business-owner Letter of Consent (LOC) route. Use MOM’s DP working guidance before starting work.

Employment with an organisation

MOM describes EP, S Pass and DP-Work Permit options for prospective employers. An EP or S Pass requires the prevailing qualifying criteria; the DP must be cancelled before the new EP or S Pass is issued. Those passes provide their own work and stay privileges.

The DP-Work Permit has different conditions: its validity is tied to the DP, and the relevant Work Permit quota and levy apply. It should not be described as giving the same independent stay privileges as an EP or S Pass.

There are separate provisions for dependants of ONE Pass holders. Check the rule applicable to the main pass rather than assuming every DP holder follows the same route.

Operating your own business: the LOC route

According to MOM’s business-owner LOC criteria, eligible owners of an ACRA-registered business include a sole proprietor, partner, company director holding at least 30% of its shares, or a member in a Company Limited by Guarantee.

An LOC renewal requires at least three months remaining on the DP and at least one Singaporean or PR employee meeting the prevailing Local Qualifying Salary, with CPF contributions for the three consecutive months before submission. Check the current LQS rather than using an older fixed figure.

For a first application, validity is the shorter of one year from issue or the DP’s remaining validity. An LOC ceases to be valid when the DP expires or is cancelled, or when the business is no longer active. Follow MOM’s application, renewal and cancellation instructions.

Permission to work and PR eligibility are separate

Obtaining an EP or S Pass places a holder within one of ICA’s listed PR application categories. It does not guarantee PR or establish that a family application has a higher approval probability. Holding a DP or business-owner LOC alone should not be presented as equivalent to that EP/S Pass category.

Before accepting work or starting a business

  • Identify the proposed activity and the permission required.
  • Check the main pass and your DP expiry dates.
  • Confirm who must submit the application and whether a pass must be cancelled before issuance.
  • Review employer quota and levy obligations where relevant.
  • Wait for the required permission before starting work.

The temporary 2021–2022 transition arrangements are historical and are not a current extension option. Use the live MOM guidance for the applicable process and deadlines.
