How To Manage Your Newborn's Citizenship in Singapore

For a newborn, birth registration, citizenship and permission to stay are separate matters. Start with the place of birth and your family’s citizenship circumstances, then check the benefits your child qualifies for.

Register a birth in Singapore through LifeSG

Register within 42 days of birth using LifeSG. Hospitals no longer provide birth registration. The fee is S$18 for registration and a digital birth certificate, which you should download within 90 days of notification and save securely. Prepare the parent and child particulars requested online, plus supporting documents and translations where required. See ICA’s birth registration instructions.

Check citizenship separately from birth registration

A Singapore birth certificate does not by itself establish Singapore citizenship. Do not assume a child is a citizen simply because the birth occurred here. Parents’ citizenship and the applicable legal circumstances matter. Where the position is unclear, confirm it with ICA before applying for a passport or claiming citizen-only benefits.

For a child born overseas, register the birth with the local authorities first. The Singapore citizen parent can then submit a citizenship application using Singpass. Refer to ICA’s overseas-born child guidance and citizenship eligibility and documents; do not apply a single residence test to every family.

If your newborn is not a Singapore citizen

ICA provides a deemed Special Pass for 42 days from birth. Obtain your child’s travel document through the relevant embassy or high commission and arrange a valid immigration pass for any stay beyond that period. Check the advisory note accompanying the birth certificate and act before the pass expires. A pending citizenship or residency application does not replace a valid pass.

Baby Bonus, CDA and upcoming child support changes

The existing Baby Bonus Scheme includes a cash gift and Child Development Account benefits. Cash gifts are paid over time, rather than as a single payment. CDA support includes a First Step Grant and government co-matching, subject to the relevant limits. Eligibility depends on the benefit, the child’s citizenship, family circumstances and applicable dates; birth in Singapore and two citizen parents are not universal requirements.

Transition update: the Government has announced that the SG Child Support Package will replace the Baby Bonus and Large Families schemes. Official guidance says existing Baby Bonus payouts continue in the meantime and current recipients will transition automatically. Check the Baby Bonus guidance and announced child support changes for the arrangements that apply to your child. Do not add the full value of the old and new packages together when budgeting.

Tax relief and other support have separate conditions

Working Mother’s Child Relief is not a cash grant. For qualifying children born or adopted on or after 1 January 2024, the fixed amounts are S$8,000 for the first child, S$10,000 for the second and S$12,000 for subsequent children. Different rules can apply to older children and those who obtain citizenship later. Check IRAS’s qualifying conditions and relief caps.

Assess healthcare subsidies, childcare support and parental leave individually. Citizenship does not make every medical service free, and a headline benefit amount may not be the amount your household receives.

Plan for citizenship and National Service responsibilities

Children who acquired citizenship by descent or registration must take the Oath of Renunciation, Allegiance and Loyalty after turning 21 and before their 22nd birthday to retain citizenship. Follow ICA’s minor oath-taking guidance, including any foreign-citizenship documentation required.

Male citizens and PRs have National Service obligations unless exempted. Registration is required at 16½; enlistment is generally from 18.
