Can Singapore PR Buy HDB? Eligibility and Buying Guide

Can Singapore PR buy HDB flats? Yes, eligible Singapore Permanent Residents can buy a resale HDB flat under an approved family scheme. A PR cannot buy an HDB flat alone under the singles schemes, and a PR-only household cannot buy a new BTO flat.

Your household composition, length of PR status, property ownership and the flat’s classification determine which rules apply. Start with an HDB Flat Eligibility (HFE) letter before committing to a purchase.

Which HDB flats can Singapore PRs buy?

  • PR-only family: You may buy an eligible resale flat. All applicants and core occupiers must have held PR status for at least three years, and you must form a qualifying family nucleus.
  • Singapore citizen and PR family: You may qualify for a new flat or a resale flat under the relevant family scheme. Citizenship alone does not remove the other eligibility conditions.
  • Single PR buying alone: The HDB singles schemes are for eligible Singapore citizens. Turning 35 does not make a single PR eligible to buy alone.
  • Plus and Prime flats: Resale purchases have additional conditions, including a Singapore citizen applicant, income restrictions and longer occupation commitments. A PR-only household cannot treat these as ordinary resale flats.

Applying with an unrelated Singapore citizen friend is not a general route to buying a BTO flat. Check your proposed family nucleus against HDB’s couples and families eligibility rules.

Eligibility checks before you start viewing

Age, family nucleus and PR status

For the usual family route, applicants must be at least 21 and meet HDB’s family requirements. An unmarried PR may qualify with eligible family members under a recognised scheme; marriage to a citizen is not the only possible family arrangement.

For a PR-only household, the three-year requirement measures how long each applicant and core occupier has held PR status. Time spent in Singapore on an Employment Pass, S Pass or another immigration pass does not count as time holding PR status.

Ethnic Integration Policy and PR quota

Even if your household qualifies, a particular flat may be unavailable because of the Ethnic Integration Policy or Singapore Permanent Resident quota. Check the restrictions for the actual block and neighbourhood before paying an option fee.

Income, existing property and flat classification

An ordinary resale purchase without grants or an HDB loan generally has no income ceiling. Grants, HDB loans and Plus or Prime resale flats have their own income conditions. Do not apply a BTO income ceiling to every resale purchase.

Declare residential property interests in Singapore and overseas. Disposal rules depend on your purchase route: the rules for an unsubsidised unclassified or Standard resale flat differ from those for subsidised purchases, Plus or Prime flats and HDB loans. Your HFE assessment should establish the conditions that apply before you commit.

How to buy a resale HDB flat as a PR

  1. Get an HFE letter. It identifies purchase, grant and HDB-loan eligibility. Keep it valid when obtaining the seller’s Option to Purchase (OTP) and submitting your resale application.
  2. Set a budget and choose a flat. Check restrictions, remaining lease, condition and financing. Agree on a price with the seller.
  3. Obtain the HDB-prescribed OTP. The option fee is at most S$1,000. The option period is 21 calendar days.
  4. Arrange valuation and financing. If using CPF or a housing loan, request HDB’s valuation by the next working day after the OTP is granted. Confirm financing before exercising it; a bank loan requires a valid Letter of Offer.
  5. Exercise the OTP and apply. The combined option and exercise fees cannot exceed S$5,000. Both parties submit their resale applications through the HDB Flat Portal.
  6. Complete HDB’s requirements. Endorse documents, pay required amounts and attend completion according to HDB’s instructions.

Follow HDB’s official resale buying guide for the full workflow and deadlines. The HFE letter replaces the old HLE-based guidance; do not wait until the option period ends to request a valuation.

Can PR households receive housing grants?

A PR-only household does not qualify for CPF housing grants. An eligible citizen/PR family may qualify, depending on first-timer status, income, remaining lease and the conditions for each grant.

  • CPF Housing Grant for resale families: Check the citizen/PR household category rather than assuming the citizen/citizen amount applies.
  • Enhanced CPF Housing Grant: Income and employment conditions apply. A maximum advertised grant is not an automatic entitlement.
  • Proximity Housing Grant: Eligibility depends on the qualifying relationship and living arrangement with parents or children, together with HDB’s other conditions.
  • Citizen Top-Up: A later change in citizenship or family circumstances may qualify under HDB’s rules. It is not an automatic refund for every PR who becomes a citizen.

Use your HFE outcome and HDB’s current grant criteria when budgeting. Grants are credited to eligible CPF accounts for housing use rather than paid as unrestricted cash.

Budget beyond the resale price

Allow for the downpayment, stamp duties, conveyancing, valuation and application fees, renovation and ongoing ownership costs. If the agreed price exceeds HDB’s valuation, the cash-over-valuation portion cannot be financed with CPF savings or a housing loan.

A PR-only family must plan for a financial institution loan or other permitted funding rather than assuming it qualifies for an HDB loan. CPF usage and the amount a bank will lend depend on the flat’s remaining lease and the borrowers’ circumstances.

Ownership rules after buying

Unclassified and Standard flats generally have a five-year Minimum Occupation Period (MOP); Plus and Prime flats have a ten-year MOP. Certain schemes have different requirements. The MOP is an occupation obligation, not a promise that resale values will rise.

Buying private residential property later also requires care. Where every flat owner is a PR, HDB requires disposal of the flat after a private residential property is acquired, with the deadline depending on whether the property is completed or still under construction. A household with a citizen owner follows different conditions. Check HDB’s conditions after purchase before acquiring another property.
