Relocating a business to Singapore can support a genuine plan to build a long-term base here, but company registration does not grant permanent residence (PR) or citizenship. Business registration, work-pass approval, PR and citizenship are separate processes with separate requirements.
An Employment Pass (EP) application must meet MOM’s applicable eligibility rules, including the qualifying salary and COMPASS requirements unless an exemption applies. Owning the company that employs you does not remove those requirements. Check MOM’s EP eligibility guidance before planning your role or application. MOM has announced higher EP qualifying salary thresholds for new applications from 1 January 2027 and renewals of passes expiring from 1 January 2028. Use the table for your age, sector and application date; these are work-pass requirements, not PR approval criteria.
The EntrePass is intended for qualifying entrepreneurs, innovators and investors operating a venture-backed business or one that owns innovative technologies. It is not available simply because a person starts any type of business. Review MOM’s EntrePass eligibility criteria against both the proposed business and your experience.
Neither pass is PR approval. Do not assume a work-pass approval creates a guaranteed route to permanent residence, or treat every work-pass type as the same PR application category.
ICA lists Employment Pass and S Pass holders among the categories eligible to apply for PR. Its published eligibility page does not set a universal six-month residence rule for these applicants. The appropriate time to apply depends on your eligibility and the evidence available to present your circumstances accurately.
ICA considers factors including family ties, economic contributions, qualifications, age, family profile and length of residency. A company registration certificate or a well-presented business plan does not determine the outcome. Use ICA’s current PR eligibility and application guidance to identify the applicable category and documents.
The Global Investor Programme (GIP), administered by EDB, is for qualifying global investors. It is different from incorporating an ordinary company and applying for a work pass. Its current options involve at least S$10 million invested in a Singapore business, S$25 million in a GIP-select fund, or a Singapore Single Family Office with at least S$200 million in assets under management and S$50 million deployed in EDB-specified investments.

One adult eligibility category is for a Singapore PR aged 21 or above who has held PR status for at least two years. Other categories have their own conditions. Meeting a time threshold allows an eligible person to apply; it does not guarantee citizenship. Check ICA’s citizenship eligibility guidance for the category that applies to you.
Your spouse, children or parents do not automatically receive immigration status when you incorporate a company or obtain a work pass. Family-pass and PR arrangements depend on the main applicant’s status, the particular scheme and the family member’s eligibility. Check the relevant MOM, EDB or ICA requirements for each person before planning a move.
