If you already contribute at full CPF rates as a third-year Permanent Resident, becoming a citizen does not by itself increase your contribution rate. Check your existing payroll deductions before budgeting for a change in take-home pay.
CPF Board groups Singapore Citizens and PRs from their third year onwards in the same contribution table. Rates depend on age and wages. First- and second-year PRs normally use graduated rates, although approved arrangements for higher contributions are available. See the CPF contribution calculator for your circumstances.
For employees aged 55 and below earning more than S$750 a month, full rates are 20% from the employee and 17% from the employer. These percentages are not universal rates for all ages. Consult CPF Board’s contribution tables for the applicable payroll period, especially if you are above 55.
A useful comparison is an employee already paying full rates before citizenship. At S$6,000 in monthly Ordinary Wages, with no bonus or other adjustments:
| Monthly item | PR already at full rates | Citizen at the same rates |
|---|---|---|
| Gross salary | S$6,000 | S$6,000 |
| Employee CPF: 20% | S$1,200 | S$1,200 |
| Employer CPF: 17% | S$1,020 | S$1,020 |
| Salary after employee CPF only | S$4,800 | S$4,800 |
This illustration assumes an employee aged 55 or below at full rates. It excludes income tax and other deductions. Employer CPF is paid into CPF, rather than being added to cash take-home pay. If you currently use graduated rates, ask payroll to calculate your actual change.

From 1 January 2026, the monthly Ordinary Wage ceiling is S$8,000, replacing the S$7,400 ceiling used in 2025. The annual salary ceiling remains S$102,000. Bonuses and other Additional Wages need a separate ceiling calculation; S$8,000 is not a blanket cap covering every payment. Source: CPF Ordinary Wage ceiling.
For an employee aged 55 or below at full rates earning S$8,000 in monthly Ordinary Wages, employee CPF is S$1,600 and employer CPF is S$1,360. Use the official calculator for bonuses, partial months or other circumstances.
Planning ahead: CPF Board has announced further contribution-rate changes for senior employees from 1 January 2027. Check the table for the month being calculated; do not carry a prior year’s rates into a future payroll estimate.
The HDB Citizen Top-Up is for qualifying SC/PR households that previously paid a S$10,000 premium on a flat bought from HDB or received a Family Grant S$10,000 below the SC/SC amount. It is not an automatic payment to every PR household after citizenship.
A qualifying event can include an originally listed PR family member becoming a citizen, or an SC child being born to the originally listed applicant and spouse. Apply within six months of meeting the citizenship criteria and check all HDB terms and conditions. Do not confuse this subsidy with the separate CPF Housing Top-Up Grant for Families.
CPF contributions are not a citizenship approval calculator. For the application process, read our Singapore citizenship guide. For help preparing your application, explore TIP’s citizenship application support or contact our team.
