公司注册通常在所有文件准备齐全后需要一到两周的时间。

对于没有本地商业合作伙伴的外国投资者,我们提供代理董事服务。

根据您的具体情况,我们将协助您向新加坡人力部(MOM)提交相关申请,确保您能够在新加坡顺利从事工作,并自由出入境。

(一) 就业准证

此准证适用于固定月薪至少5000新元的外国专业人士(所有国籍)。资深申请者需满足更高的薪资要求才能符合条件。

有效期: 新公司的 EP 的初始有效期通常为一年,随后可根据公司业绩续签2至3年。

续签标准:EP 持有人需确保企业正常运营,且您所就职的企业不能处于停业状态。EP可在准证到期前3个月内申请续签。

所需文件:

  • 您的护照
  • 公司在新加坡会计与企业管理局注册的最新业务概况或即时信息
  • 您的最高学历证明(最多2份),例如,学位证书。所有国家/地区均需提供其他文件
  • 已填写的就业准证申请表
  • 视具体情况而定,需提供额外支持文件。就业准证申请成功率取决于以下因素:
  • 您的资历(包括学历、专业资格、工作年限、专业技能、相关工作经验、薪资等)
  • 新加坡公司的经营状况(对于新公司而言,充足的实缴资本、业务性质、与客户签订的谅解备忘录(MOU)/发票/合同等尤为重要)。请注意,在提交就业准证申请之前,必须先注册公司。

处理时间: 就业准证申请平均需要8周,如果您被人力部随机选中进行进一步检查,则处理时间可能会更长。

批准: 就业准证申请获得批准后,人力部将签发一份原则批准函(IPA) 。 此原则批准函有效期为6个月,您可以使用此原则批准函进入新加坡,完成人力部手续。首次持有就业准证者需要进行体检。

请注意,仅凭原则批准函无法在新加坡开始工作。在等待就业准证卡签发期间,若需提前开始工作,您需要人力部签发的通知函(NL)。此通知函有效期为30天。通常情况下,文件验证和指纹注册(如果需要)成功后, 就业准证卡将在四个工作日内送达雇主。

(ii) Entrepreneur Pass (EntrePass)

This pass is intended for serial entrepreneurs, high-calibre innovators or experienced investors who wish to venture into and operate a business in Singapore.

To be eligible for an EntrePass, you must meet at least one of the following seven criteria, on top of being at least:

  • 21 years of age and above
  • Does not have a company in Singapore yet OR the company in Singapore is incorporated less than 6 months ago
  • Will be holding or hold at least 30% in this Singapore company
Entrepreneur Innovator Investor
  • Has business network and entrepreneurial track record

    You possess significant business experience or network and promising entrepreneurial track record of starting highly scalable businesses and want to establish, develop and manage a new or existing business in Singapore

  • Received funding from a government-recognized Venture Capitalist (VC) or business angel

    Your Singapore company has raised at least S$100,000 from a government investment vehicle, VC or business angel that is recognised by a Singapore Government agency.

  • Is an incubate at a government-recognised incubator or accelerator

    Your company is an existing incubate at an incubator or accelerator in Singapore that is recognised by the Government,

    • SGInnovate-linked incubation or acceleration programmes.
    • Accredition@SGD Programme
  • Holds an intellectual property (IP)

    You or your company holds an intellectual property (IP), registered with an approved national institution, which delivers a significant competitive advantage to your proposed business that cannot be easily replicated.

  • Has a research collaboration with an Institute of Higher Learning (IHL) or research institute in Singapore

    Your company has an ongoing research collaboration with a research institution under A*STAR or IHL (NUS / NTU / SUTD / SMU / Polytechnics). The research collaboration must be related to your proposed business, with you being involved with the ongoing research collaboration.

    Other examples include:
    • Recognised non-profit and private sector research groups
  • Has extraordinary achievements in key areas of expertise

    You posses exceptional technical or domain expertise in an area related to your proposed business, including outstanding achievements or have received international recognition in your area of technical or domain expertise.

  • Has investment track record
    To meet the eligibility criteria, you have to contact one of the following participating government or government-linked agencies:
    • Accreditation@SGD
    • SGInnovate
    • Enterprise Singapore

The following businesses are not eligible for an EntrePass:

  • Coffee shops, hawker centres, food courts
  • Bars, night clubs, karaoke lounges
  • Foot reflexology, massage parlours
  • Acupuncture, traditional Chinese medicine, herbal dispensing businesses
  • Employment agencies
  • Geomancy business

If you belong to any of the listed sectors, (i) Employment Pass will be the best option for you. Please refer to the above section on (i).

Duration

First-time EntrePass holders will be granted for up to 1 year and subsequently renewable for every 2 years, having met the renewal criteria set out by the MOM.

Renewal Criteria

  • Renewal of EntrePass can be done up to 3 months of the pass’s expiry date.
  • Provide documentary proof of ongoing business activities as described in the original business plan. Candidate must own at least 30% shareholding of the company.

Summary of Documents Required

  • Your Passport
  • Your past employment testimonials or resume to elaborate on professional experiences, awards or recognitions.
  • A 10-page business plan in English, consisting of:
    • Product and service offered
    • Market analysis
    • Operation plan
    • Profile of management team
    • Supporting documents, e.g. licensing agreements, product certificates and endorsement patents
  • Company’s latest business profile or instant information from ACRA Bizfile (For businesses who have already incorporated a company in Singapore that is less than 6 months old
  • Documentary evidence to prove that you have fulfilled 1 out of the 7 criteria listed above
  • Your Highest Education Certificates (up to 2), e.g., Degree Certificate. Additional documents are required for the following countries:
    • India – Transcripts or marksheets for all semesters, indicating the college attended.
    • China – Verification proof for Diploma and above qualifications (service for verification of education certificates is included as part of our Business and Relocation package)
  • Completed EntrePass application form
  • Other additional documents that will support your EntrePass application, depending on your profile and which category you fall within the above 7 criteria.

Processing Time

An EntrePass application takes an average of 8 weeks, which can be longer if you are selected at random for further checks by the MOM. The application will also be assessed jointly by the other government agencies such as SGInnovate, the Standards, Productivity and Innovation Board of Singapore (SPRING), Infocomm Media Development Authority (IMDA)

Approval

On approval of EntrePass application, MOM will email the In-Principal Approval (IPA) letter to you directly. This IPA is valid for 6 months, whereby you can use this IPA to travel and enter Singapore to complete the formalities with MOM. A medical check-up will be required to complete the formalities.

In order for MOM to issue the EntrePass card, you are required to have a residential address (must meet MOM’s housing requirements) and a local address to deliver the card to. There may also be a need to register your fingerprints and photograph within 2 weeks from the issuance of your EntrePass card. This will be indicated in your notification letter from MOM.

You can be assured that we will be here to guide you till the end of your work pass journey, including submitting and tracking of your application status of your behalf, step-by-step guidance (including booking of any e-Appointments with the MOM.) on completion of formalities, any liaising with the relevant government authorities.

In the event of a rejection, we will explore the reasons with the MOM and assist with an appeal, where applicable.

Once you obtain your work pass, you can begin your business operations!

Be it an EP or EntrePass holder, you are eligible for permanent residence (PR) in time to come. Typically, we recommend after the first renewal of your EP / EntrePass as this shows more stability in your business and allow you time to integrate into Singapore’s society.

In fact, once you have officially gotten your EP/EntrePass status, we will begin to guide you on the things you can do to assist with your social integration efforts and other factors that will bolster your chances of approval for your PR application.

The PR application will be filed to the Immigration & Checkpoints Authority (ICA) and approvals are not automatic but based on your credentials, overall conduct and Singapore’s PR policies at that given point in time
